Eric Allman, the developer of Sendmail says that the volume of unsolicited email would undoubtedly be a tiny fraction of today’s figure if some real cost had been placed on the sender. But, he notes the original network had been designed for a limited community of users and that the need to allow for “bad actors” became obvious only when access to the network was opened to the general public.
