Border Gateway Protocol (BGP) and connecting to an Internet eXchange Point (IXP), Diarmuid O'Briain (netLabs!UG, Makerere University, Uganda). Many small to medium ISPs have built their networks using the MikroTik range of products and transit from their network via a Point to Point link to an upstream provider. The upstream provider is in the position of strength as they typically provide IP addressing from their own block and therefore it is hard to switch. Additionally their customers may not be benefiting from the IXP keeping local traffic local. By simply applying to AFRINIC for an AS number and their own IP address range the ISP can connect to the IXP as well as increase the number of upstream providers they can connect to.
