OSPF - Two-way neighbor state

OSPF neighbors are said to have reached the "Two-way" state when they are both aware of each other. But, how does each one indicate that it is aware of the other?

In this animation, we see how, within the exchange of 3 packets, two newly connected routers can reach a two-way neighbour relationship. The key is that OSPF hello packets contain a list of the Router IDs of neighbors that the sending router has recently received valid Hellos from. So, each router can see itself the other router's list of neighbours.
